O aparelho nao instala nenhuma ROM, a o ligar esta piscando a tela do robozinho da google. escrito NO COMMAND.

Ai é problema na partição, como foi realizado uma atualização mal sucedida, é aí que deve ter acontecido o problema na partição.
Como o Jeconias falou, se o aparelho entra em modo fastboot, não é problema na placa, agora quando vc liga ele e já entra direto no fastboot, aplique o comando de limpeza no fastboot.
Usando os arquivos, mfastboot, siga essa etapa. > conecte ele no pc pelo cabo USB, dentro da pasta do mfastboot segure o shift+botão direito do mouse e selecione "abrir janela de comando aqui" no cmd aplique.
mfastboot device agora aperte ENTER, aguarde retornar o numero do aparelho na seguinte forma. xxxxxxxxxxx fastboot.
Se isso retornou, prossiga com esse comando mfastboot oem fb_mode_clear agora aplique ENTER E AGUARDE retornar um OKAY, APARTIR DESTE MOMENTO ELE NÃO ENTRARA MAIS EM MODO FASTBOOT SOZINHO.

Uso o AUTOMOTO Gex, mas não consigo recuperar o XT1069 - Motorola, fica na tela "Warning, Bootloader Unlocked", não passa daí.

tentei a ferramenta flash stock rom com a imagem que baixei e nada, também.
